Dear friends of EfD,
This newsletter features a number of activities related to a low-carbon transition in the Global South. More than 60 researchers from 11 partner institutions have just finalized a high-level research agenda for low-carbon transition in the Global South, funded by IDRC. Most developing countries have committed to the Paris Agreement, which means a rapid transition toward net-zero greenhouse gas emissions. Local research can make this transition more just and less costly. Please check it out, along with all our other news and publications.

An actionable research agenda for the Global South is now finalized
|

60 researchers from EfD and partner organizations have been working intensely for a year and a half to develop a research agenda to support a low-carbon transition and gender equity in the Global South. Achieving the goals of the Paris Agreement on limiting climate change, requires scientific evidence to support policy-making. Strategies, actions, and research are needed to reduce emissions. A high-level workshop on a green and inclusive transition toward sustainable development in developing nations took place in Ho Chi Minh City on March 25. Participants included policymakers, nationally renowned lecturers, and researchers in environmental economics. This workshop was a part of the project with the High-Level Research Agenda (see above!) Studies conducted by researchers from EfD Nigeria and the AKADEMIYA2063 suggest that farmers produce more and make more money if they combine various climate adaptation strategies instead of adopting one single plan. Read more about these interesting studies!

More efficient electricity use reduces household poverty

Efficient use of energy is not only good for the environment. It can also reduce household poverty. A one percent improvement in electricity consumption efficiency by households reduces multidimensional poverty by about 9 percent while reducing consumption poverty by about 10 percent – these are some key findings from a study assessing how improvements in household electricity consumption efficiency can reduce poverty. How to make a low-carbon transition fair and avoid unemployment

A shift to a low-carbon economy is urgent. Such a shift can create new jobs for people but may lead to unemployment and poverty for others. EfD Kenya organized a high-level stakeholder workshop on April 4th to discuss solutions for a just transition in the areas of transportation, waste, and energy. EfD Tanzania researchers conducted a workshop for National Environment Management Council officials to sharpen their skills in cost-benefit analysis. This will help them determine whether a proposed project or investment is worthwhile by comparing its costs and benefits. Seventeen fisheries officers from Uganda’s districts of Kampala, Mukono, Masaka, Wakiso, and Jinja have benefitted from training on the bio-economics of fisheries management, organized by EfD Uganda and facilitated by EfD Ghana’s Director, Wisdom Akpalu. EfD Central America arranged two EfD Seminars to share research processes by researchers from North Dakota State University and the University of Idaho. These two events signaled the return of the EfD Seminar series after a pause during the pandemic.

Technology attenuates the impact of heat on learning – Evidence from Colombia

High temperatures hinder learning. However, technologies such as air conditioning are seldom adopted in developing countries. Information and Communication Technologies (ICTs) could offer an alternative solution by increasing the amount of instruction, allowing the reallocation of activities, or improving the quality of instruction. EfD Researchers Laura Villalobos, Jullian D. Gomez, and Jorge H. Garcia show in an EfD Discussion Paper that ICTs can compensate for up to 15 percent of the losses in test scores. Blow the lid off: Public complaints, bargaining power, and government responsiveness on social media
|
EfD researchers Jintao Xu and Bing Zhang and co-authors Qi Wang and Mengdi Liu have measured government responsiveness based on whether the government verbally responds to public environmental complaints on social media (the Chinese platform Weibo). Local governments in China are more likely to respond to appeals that are likely to attract the attention of the upper-level government. Ghost fishing gear and their effect on ecosystem services – Identification and knowledge gaps

Abandoned, lost, and discarded fishing gear (ALDFG) is a global problem with impacts on marine animals and ecosystems. A poor understanding of how marine ecosystem services are affected creates a knowledge gap on the long-term economic impacts of using non-degradable fishing gear. In this study by EfD researcher Huu-Luat Do and co-author Claire W. Armstrong published in Marine Policy, a systematic review and meta-analysis of the existing literature on ALDFG and ghost fishing is conducted. Learn more about this!

Climate Change and Causal Inference
|
This workshop will combine lectures on climate economics with an introduction to causal inference methods. Topics include the social cost of carbon, damage functions, and their estimation, and open questions in the literature. The causal inference component will include an introduction to the potential outcomes framework, randomized control trials, instrumental variables, and difference-in-differences.

The University of Graz is hosting the 2023 EAERE Summer School which will address the topic of Transnational and Cascading Climate Risks and Adaptation.
They provide a limited number of scholarships for travel and accommodation.
