Dear friends of EfD,
Welcome to this update of EfD activities from our global network of environmental economics centers. As you will see, EfD fellows have been busy so I will only highlight a few examples. A welcomed Christmas present from Sida was a new five-year agreement for the Inclusive Green Economy program in East Africa. But policy advice can also be given directly to the Minister of Finance, as Thomas Sterner did in Uruguay. Please also note the interesting new articles that are out on the association between air pollution and COVID-19, impact of PES on forest conservation in Colombia, implications of forest devolution in China on forest rental markets, and impact of marine litter on fisheries in Vietnam. The future of EfD research will be guided by an updated Research Committee that is presented below, and last but not least, please save the dates for the next EfD Annual Meeting that will be held in Ghana, October 5 – 9!

Inclusive Green Economy in Practice Program (IGE)

New funding has been granted by Sida, to the Inclusive Green Economy (IGE) program. The two-year inception period of the program was concluded by December 2022. The new agreement means that EfD can expand and deepen the collaboration and provide more support to the participants and organizations in the program for at least five more years. Xu Jintao, Center Director, EfD China, and EfD researcher Shi Xiangying attended the UN Climate Change Conference and the UN Biodiversity Conference. Xu Jintao shared his research on how to better manage forests to address climate change. Shi Xiangying, the executive director of an NGO dedicated to biodiversity conservation, shared her research experience on plateau ecosystems and local communities. Over 30 top officers of the Ghana Water Company Limited (GWCL), Ghana’s public water management body, participated in a stakeholder engagement meeting arranged by EfD Ghana. The aim was to share and discuss the initial findings of a study being conducted to better understand the issues hampering water distribution and access in Ghana, and the role of research in improving the performance of the water sector. Household air pollution, mostly from using firewood for cooking, is linked to the death of around 33,000 Tanzanians annually. To facilitate a transition to clean cooking, a workshop with several stakeholders was organized by, among others, EfD Tanzania. Learn more about what was said and taught at this workshop!

EfD researcher Thomas Sterner was one of the presenters at the RIDGE Forum Workshop on Environmental Economics, which took place in December in Montevideo Uruguay. He also got the opportunity to discuss environmental taxes with Azucena Arbeleche, Minister for Economy and Finance in Uruguay. Read more about what they talked about!

The EfD Research Committee is reviewed and renewed annually. A new committee was elected by the end of 2022. They will soon send out a call for proposals for the EfD Research Fund. So now is the time to start preparing proposals. Read more about their work and the upcoming call for proposals!

Association between long-term air pollution exposure and COVID-19 mortality in Latin America

This study by EfD researchers Jorge A. Bonilla, Alejandro Lopez-Feldman, and Nathaly M. Rivera and their co-authors Paula C. Pereda and J.Cristobal Ruiz-Tagle examine the relationship between long-term exposure to air pollution and COVID-19-related deaths in four countries of Latin America. It provides insights into the role of air pollution in COVID-19 mortality in the context of weak environmental institutions, limited healthcare capacity, and high levels of inequality. It was published in the PLOS One Journal. Check out their interesting results!

Payments for ecosystem services (PES) programs compensate land users which raises the local acceptance of conservation. This study by EfD researchers Lina Moros, Maria Alejandra Vélez, Alexander Pfaff, and co-authors Daniela Quintero and Danny Tobin, published in Ecological Economics, shows that when the payments have ended, conservation behavior is still higher, than before they started. Allocative efficiency or misallocation of resources? The emergence of forestland rental markets and the forest devolution reform in China

In this study, published in European Review of Agricultural Economics, EfD researchers Jintao Xu, Yuanyuan Yi, Fredrik Carlsson, and Gunnar Köhlin, find positive effects of the emerging forestland rental markets: with the reform, forestland was transferred to forestland-constrained and labour-rich households and households with higher levels of productivity in forestry. Participation in forestland rental markets increases household per-capita income and decreases the likelihood of income falling below the poverty line.

The impact of marine litter on production risk and technical efficiency in the trawl fisheries of Vietnam

Marine litter has impacts on fisheries by damaging gear, reducing catch, and necessitating time to repair or clean nets, making it a significant problem for this industry. This article by EfD researchers Quach Thi Khanh Ngoc and Bui Bich Xuan and co-authors Tobias Börger, and Nguyen Ngoc Duy in Marine Resource Economics explores this problem. They have looked at the sources, types, and distribution of marine litter and how production risk and technical efficiency in the trawl fisheries in Vietnam are affected by the presence of litter. This international scientific conference will be held at the host institution of EfD Central America, the Tropical Agricultural Research and Higher Education Center (CATIE), located in Turrialba, Costa Rica from May 31 to June 2. It will be an open high-level scenario to allow researchers to network, increase their knowledge, and share their findings.

Call for papers: Special issue – Understanding the Gender and Climate Change Nexus
|
As a follow-up to the conference organized in November by UNDP, the World Bank, and the International Economics Association, there is now a special issue to be published by Environmental Research: Climate. This is a new multidisciplinary, open-access journal from IOP Publishing which also publishes Environmental Research Letters, a very well-ranked journal in Environmental Science. Current crises and future climate change: how to prevent rising inequality and societal conflict
|
The achievements of recent decades in reducing inequality are currently threatened by several short-, medium- and long-term crises simultaneously. This has the potential to lead to major conflicts in societies around the world and between countries. The CHIPS project has been investigating the distributional effects of climate policies. At the final event, the results will be presented and discussed with representatives from research and practice. Online event.
